Andrew Bailey joined The NRP Group in 2026 as Vice President of Development.

In this role, he leads deal origination across Ohio and the broader Midwest, including Michigan, Indiana and Pennsylvania. He is responsible for sourcing, structuring, and advancing both affordable and market-rate multifamily communities.

Bailey brings extensive experience in affordable housing development, complex real estate finance, and public policy. Prior to joining NRP, he served as Vice President of Real Estate Development at CHN Housing Partners, where he led a multistate development department focused on expanding the organization’s pipeline, strengthening partnerships, and advancing both its revenue and mission. His work included overseeing a development pipeline of approximately $300 million and securing more than $100 million in non-tax-credit gap financing.

Earlier in his career, Bailey spent eight years in senior leadership roles with private real estate developers, overseeing acquisition, development, and rehabilitation opportunities across multiple states. During this period, he led the acquisition, closing, and construction completion of affordable housing developments and structured complex capital stacks using Low-Income Housing Tax Credits, HUD and agency financing, tax-exempt bonds, tax abatements, and other capital resources.

Bailey began his career with the Ohio Housing Finance Agency, advancing through a series of roles that culminated in his appointment as Director of Planning, Preservation, and Development. In that position, he oversaw the agency’s affordable housing finance programs, administered more than $400 million annually in tax credits, loans and flexible financing, and authored Qualified Allocation Plans governing Ohio’s Low-Income Housing Tax Credit program. During his tenure, he administered more than $1 billion in credits and loans supporting multifamily housing for families, seniors, and individuals with special needs.

Bailey holds a master’s degree in City and Regional Planning from The Ohio State University and a Bachelor of Science with majors in Urban and Regional Planning and English. He is a HUD-certified HOME Program Specialist and a Housing Development Finance Certified Professional through the National Development Council, now Grow America. Bailey is a former chair of the Ohio Housing Council’s Legislative Committee and was an active member of the organization for ten years.

Bailey is committed to mentoring and elevating others, both within the teams he leads and through programs such as the Urban Land Institute’s mentorship program. He lives in Rocky River with his wife and family and enjoys growing vegetables and collecting and reading books.
