Debra Guerrero

Debra Guerrero is the Senior Vice President of Strategic Partnerships and Government Affairs for The NRP Group.

She serves as a valued professional, a respected civic leader, an empowering mentor, and a champion for quality affordable housing. Guerrero is credited with opening NRP’s Texas Office in 2004 which has been responsible for the development of over 30,000 multifamily units throughout Texas. She brings deep expertise in navigating the intricacies of public/private partnerships and possesses an in-depth understanding of organizational and financing structures involved in such ventures.


Within the affordable housing industry, Guerrero holds leadership positions for the National Association of Home Builders (NAHB) Affordable Housing Group, trustee of BUILD-PAC, and the board of the Affordable Housing Tax Credit Coalition (AHTCC). At the state level, she is actively engaged in the Multifamily Council of the Texas Association of Builders (TAB) and has previously served as President of the Texas Affiliation of Affordable Housing Providers (TAAHP). Her contributions extend beyond these roles as she continues to be sought after for her expertise in developing strategic initiatives addressing the demand for quality affordable housing in large urban areas while breaking down barriers.


Beyond her professional achievements, Guerrero has an impressive track record as a civic leader. She previously held elected office as a Board Trustee of the San Antonio Independent School District (SAISD) from 2012 to 2021 and served as a San Antonio City Councilwoman from 1997 to 2001. Currently, she sits as a Board Member of Port San Antonio, responsible for developing the 1,900-acre Tech Port innovation campus as a nationally important destination for advanced technologies, including aerospace, cybersecurity, critical infrastructure resiliency, defense, manufacturing, and global trade.


Ms. Guerrero earned a Bachelor of Arts degree from St. Mary's University. She furthered her education with a Joint Degree Doctor of Jurisprudence and Master of Public Affairs from the University of Texas at Austin Law School and Lyndon Baines Johnson School of Public Affairs.
